Check if a character is uppercase (A-Z).
## Syntax
[chars/upper? $ch]
## Parameters
- `$ch` — A single-character string.
## Examples
[chars/upper? "A"] # true [chars/upper? "Z"] # true [chars/upper? "a"] # false
## Returns
Boolean. `false` for empty strings.
